PRESENTATION:

Lockdown, Evacuation and Reunification
Presented by Dr. Gus Xhudo
Dr. Gus Xhudo has more than 25 years of federal law enforcement experience. He began his law enforcement career with the U.S. Department of State’s Diplomatic Security Services. While with the State Department, he was responsible for conducting national security investigations and providing security for the U.S. Secretary of State and foreign visiting Heads of State. He also spent time abroad and provided security at U.S. embassies in Africa and Portugal. While assigned to the New York Field Office, Dr. Xhudo was a member of the FBI’s Joint-Terrorism Task Force (JTTF). He later transferred to the U.S. Department of Homeland Security’s National Security Division, where he worked as a Special Agent before retiring from active service in 2019. He serves as the Director of Security for Charter Schools USA, servicing 90 schools across four states. Dr. Xhudo holds a B.S. in Political Science and an M.S. and PhD. in International Relations.

Gang Awareness Training
Presented by Sgt. Frank Gallucci and Officer Jeff Ramirez for the Bergen County Prosecutors Office.

Detective Sergeant Frank Gallucci has been a Police Officer in the state of New Jersey since August 2011. After graduating from the Bergen County Police Academy Alternate Route Program, he began his career as a Police Officer for the Tinton Falls Police Department from August 2011 until August 2012. In August 2012, he was hired as a Detective with the Bergen County Prosecutor's Office.  From January 2013 until July 2015, he was assigned to the Narcotic Task Force of the Bergen County Prosecutor’s Office, where he investigated numerous crimes related to the distribution and possession of Controlled Dangerous Substances and firearms while working in an undercover capacity. From July 2015 until June 2016, he was assigned to the Special Investigation Squad of the Bergen County Prosecutor’s Office, where he investigated crimes such as armed robbery, burglary, fencing, racketeering, kidnapping, extortion, murder for hire, theft, gambling, prostitution and organized crime related offenses. In June 2016, he was reassigned to the Narcotic Task Force in the capacity of Field Training Detective. In October 2021, he was promoted to the rank of Detective Sergeant assigned to the Undercover Squad of the BCPO Narcotic Task Force where he supervises eight active undercover detectives.
While working in an undercover capacity, Sergeant Gallucci has purchased cocaine, crack cocaine, heroin, fentanyl, anabolic steroids, ketamine, MDMA (molly/ecstasy), prescription legend drugs (“PLD’s”), phencyclidine (“PCP”) and various other Schedule I, II, III, and IV controlled dangerous substances on over 250 occasions. While conducting investigations, Sergeant Gallucci interacted with numerous gang members during post-arrest interviews, while handling/debriefing informants and while working undercover. During these conversations, Sergeant Gallucci gained a better understanding of the gang culture.

Officer Jeff Ramirez is with the Bergen County Sheriff’s Department and is currently in his 24th year of service. He is certified in Methods of Instruction by the Police Training Commission, a certified Gang Professional with the East Coast Gang Investigators Association and a Certified Crisis Negotiator with the F.B.I. Officer Ramirez is currently assigned as the Security Threat Group and Intel unit officer. His duties include identifying and verifying street gang members who are incarcerated at the Bergen County jail and to collect intelligence within the jail and forward it to the appropriate authorities. He is a Squad Leader of the Bergen County Regional Swat Team, Crisis Negotiation Team. The Crisis Negotiation Team responds to critical incidents in Bergen County to bring about a peaceful ending to crisis situations that include hostage situations, barricaded subjects and emotionally disturbed people. In 2022 he was awarded the Meritorious Service Award from the Bergen County Prosecutors Office.

We will also have our business meeting, including updates to our annual scholarship offering, and will collect ideas for our yearly donation.
